Description
Simultaneous development and protection of water resources has never been more challenging than it is at the close of the 20th century. Not only is demand for water resources on a local, regional, national, and global level at a historic high, but preservation or enhancement of water quality is a driving objective of water resource management. Making matters even more complex, resource planners and public policy makers in the United States recognize that water supplies–especially surface waters such as rivers and lakes–are considered a resource for much more than water supply purposes. No other natural resource bears the burden of supporting so many multi-use objectives. This paper describes a process which was developed by a consulting team (Woodward-Clyde) working in conjunction with 21 land-use and resource management agencies (the Master Plan Participants) to design, plan, cost, and schedule the creation of a master plan for the Salt-Gila River watercourse between Granite Reef Dam and Painted Rock Dam in Central Arizona.
