Utilities have several design approaches and procurement methods available forSupervisory Control and Data Acquisition (SCADA) implementation. Numerous authorshave written about the benefits of one approach/method or compared severalapproaches/methods with regard to impacts on quality, schedule and cost. It isoften assumed that one must select a design approach and procurement method for anentire project and apply that approach and method to all elements of a project. However, itis possible to apply different techniques to the elements of a single project. This paper is acase study of a project in which the JEA (formally Jacksonville Electric Authority) of Jacksonville, Florida, used amixture of design approaches andprocurement methods to their advantage in the execution of a SCADA construction project.By mixing approaches they obtained multiple benefits, some of which are thought to bemutually exclusive.
