Description

The East Bay Municipal Utility District (District) supplies water and provides wastewatertreatment for parts of Alameda and Contra Costa counties in California. Approximately 1.2 millionpeople are served by the District’s water system. The District has developed several long-term infrastructure plans to maintain thedistribution system, with each plan focusing on a specific category of facility. In 1994,the Steel Tank Reservoir Rehabilitation Program was initiated to evaluate all steel tankreservoirs and develop specific upgrade projects. Historically, periodic rehabilitation hasbeen considered the cost-effective approach to long-term maintenance of steel tankreservoirs. However the cost of tank re-coating has increased dramatically in recentyears. In response, the District has more closely examined alternatives to rehabilitationwhen developing steel tank upgrade projects. In cases where both interior re-coating andsignificant structural upgrades are required, replacing a welded steel tank with a new tankcan be a cost-effective solution. If a bolted steel tank can be utilized at the site, moresubstantial savings can be realized. This paper discusses the District’s steel tank rehabilitation program. Includes table.
