Significant challenges have developed for Aurora(Colo.) Water in the face of booming growth andwidely variable water source productivity. The utilityhas implemented highly comprehensive water conservationprograms, the urgent need for which becameapparent during drought conditions beginning in2002. At that time, the utility’s reservoir storage levelsdropped to 26% of capacity, or less than a year’sworth of water supply. These programs, along with a10-year, $1.4 billion capital improvement programand the implementation of multiple-barrier watertreatment approaches to protect public health andmeet high customer standards, have resulted in growingutility bills.The author examines how Aurora Water is progressivelyaddressing these challenges by providing adequateservice levels to current customers while positioningitself to meet future needs. Increasing urban waterdemands, especially in the southwestern United States,will require reallocation of existing water uses and theconstruction and operation of new water delivery systems.The information provided here can help today’sutility manager negotiate the many challenges of thegrowing demand for water.
