Description

The need for all public utility sectors to be preparedfor a terrorist act has become a reality since the tragicevents of September 11, 2001. With that in mind,representatives from the Southwest Center for PublicHealth Preparedness and the Oklahoma Departmentof Environmental Quality met and determined thatemergency preparedness training was needed for Oklahoma’swater operators. Not only was there a need forpreparedness training, but this training was somethingthat the operators wanted to receive.This article examines the training program thatwas developed as a result of these discussions and thesubsequent evaluation of the training program.An important outcome from this research was theidea that operators should be pre-tested to evaluatewhat they knew before the training; additionally, theeffectiveness of the training should be evaluatedaccording to the amount of information learned andretained, determined by posttesting. The researchalso supports the idea that training should be standardizedacross the United States, should be incorporatedas a part of yearly continuing education, andshould be supported by hands-on training as wellas drills.
